ipfw.8: Adjust section for loader tunables

Browse Source 
Move the descriptions of loader tunables from section 'SYSCTL VARIABLES'
to section 'LOADER TUNABLES'.

See also 49197c391b (ipfw: Add sysctl flag CTLFLAG_TUN to loader tunables).
